This song is called the Cha-Cha Slide, by Mr. C the Slide Man. It is an extremely popular line dance, reminiscent of the Electric Slide, and the snippet where Mr. C says 'everybody clap your hands' is played at almost all Major League Baseball games to rouse the crowd and keep them excited during downtime or slow moments during the game.
