Athletic competitions are defined by their rules. If you are doing modern dance, you don't necessarily have to have rules, you can just do whatever you feel like doing, and you can appear on the TV program "So You Think You Can Dance" and possibly win a competition, but if you want to compete in some form of athletics, rules define the sport.
