I'll say yes it would be because this is your developing stage and each year you'll go up 2 mph. When you're a senior you'll be at 88 mph, but this will only happen if you work hard and throw strikes.
Getting proper throwing technique can give you a few more mph, but if you are throwing normally anything less than 90 mph, no way you're throwing 100 mph. That is, unless you grow physically. It's a combination of physiology and mechanics.

In general, add aboout 20 mph because you are calculating the different pitching lengths. Little league pitchers throw from 45 feet, major leaguers throw from 60.5 feet. For example, a little league pitcher throwing a 70 mph pitch is equivalent to a major league player throwing about a 90 mph pitch.
65 - 80 mph. This can vary alot. You could have the next Roger Clemens or the next Bill Gates throwing. In general 65 - 80 mph. would be about it.
