It depends on if you are talking about "best". There are two possible ways to measure how good a skateboarder is: by contest wins or how innovative they are or do really crazy (scary) tricks like huge gaps, stairs, rails, jumps like Danny Way, etc.
Also, you have to ask, "Are we talking about street, vert, or both?" For vert contests, I think the consensus would be Tony Hawk. He won almost every contest he entered in the 70s, 80s, and 90s. A lot of that had to do with him being the only guy to do 720s for years and years (and the first to do it). To see other tricks he invented watch "Ban This", because he worked a lot of those into his runs as well (540 ollies, or no-handed McTwists, varial McTwists, etc.). Christian Hosoi was the 2nd best in terms of contests I'd guess, because he would go so big on everything he did and had tons of style. Not as technical, but still rad and winning contests a lot.
Nowadays, since Tony doesn't enter contests much (if at all) the most innovative guys would probably be Bob Burnquist and Danny Way. Buckey Lasek would be a close third. And Paulo Diaz from Brazil would be another guy like the Hosoi of today going big everytime, but also fairly technical. Danny Way brought us the super ramp (see the D.C. video) and Bob Burnquist usually rips on best trick contests. Bob brought us the full pipe, or if it wasn't him it was probably Hawk.
As for street, there are fewer contests and more guys ripping it up. Don't forget the girls too. Elissa Steamer on Toy Machine was the first breakout, sick chick skater I ever saw (see Toy Machine video Welcome to Hell I believe).
For guys, Ryan Sheckler is the "it" boy because he's consistent and super dialed in and "marketable" so the media loves him. Before his growth spurt he was pulling huge, sick tricks in a pint-sized package. Now he's average sized and still able to rip.
For technical, non-contest dudes see Rodney Mullen and Daewon Song. They are the most technical street skaters around in my opinion. For mini-ramp, check out the video Cheese and Crackers with Daewon and Chris Haslam because they reinvent it.
I skate mini-ramps better than street, and have pulled some tricks like frontside ollie noseblunt slides to nollie 180s back in, Caballerial no-handed nosepicks, and fakie 270 shove-its to frontside 5-0s to fakie, and let me say that none of those touch the tricks on this video. Sick!
Bastien Salabanzi is also sick over in Europe. Really, there are too many dudes to name on a site like this, because for every name I think of, there are 50 more that pop in my head of rippers who deserve props. That's the problem with a 'Who's the best question.' It's not a questions that jives with the Skateboarding mentality. I know since I've skated since 1984 and I'm 33 now. The best things about skaters are that they question everything, they create and innovate, they're persistent when it comes to tricks that are scary or difficult to land, and there's a brotherhood among fellow skaters where you applaud the easy trick it if was tough for the skater who did it.
um i think mike mo... no offense but who the hell is gunnar Murray and loukas weibe? and Rodney mullen is talented, ill give him that, but i don't think hes the best. bam margera... no... hes a punk skater. punks don't get tricks first try every time, they don't do that great of stuff. the go BIG but yeah. mike mo is just known... he's talented as well. he has the world record for most consistant SWITCH 360 flips. you know where im going. he's just wow. hahaha i wana see him play P-Rod and/or chris cole. that would be a hell of a game of skate. but yeah if there would be a best skater... i would pick him... not out of like, o mike mos my favorite skater, or wow he got the world record for what every, no... he is TALENTED!!!!!!!!!!!! he has so much skill and he takes out so many skaters.
