It is quite rude.
While there is no law against flipping people off in Alabama, being legal doesn't mean it's the right thing to do. Always use good judgment when emotions are involved and choose better actions than flipping people off.
It is called flipping someone off. "Flicking" typically refers to a light tapping or motion, while "flipping off" specifically implies showing disrespect or aggression by extending the middle finger.

The legality of flipping someone off (making an obscene gesture using the middle finger) varies by jurisdiction. In some places, it may be considered protected speech under the First Amendment, while in others, it could potentially be considered disorderly conduct or offensive behavior. It is generally best to exercise caution and respect when it comes to public displays of offensive gestures.

Despite Wikipedia's claim that "flipping off" originated in Rome with the 'digitus impudicus' (impudent finger), "flipping off" actually originated in the several wars between Britain and France. The battle field was a constant struggle for either side to gain an advantage, until the British developed the Longbow. With the Longbow British Archers could now kill off French soldiers from about 180 - 200 meters away! Now, when a British Archer was captured by the French they would have their middle finger cut off, rendering them useless as an archer. So, the hand gesture of "flipping off" originates from escaped British soldiers as a way to taunt the French, as if to say "I still have my middle finger, take THAT!"
it was invented to help people cool off on hot days
So they would help people.
