First, you should learn the Ollie. Then, you can move on to the Manual. Then, a Pop Shuvit would be a good beginners move.
If you have little to no experience riding, or still are learning to ollie, then a 360 pop shuv can absolutely be difficult. However, I rarely see a true 360 pop shuv, most ppl just shuv without the pop.
If you are talking about the "street skating" that we do today, then the answer is Rodney mullen. He invented many tricks including the ollie, pop shuvit, and kickflip. if you are talking about skateboarding, then the answer is some kids from 1970's started it.

you need to pop the board so that it has enough up force that it stays in contact with your feet, you will also need to practice keeping your feel in the path the board is going to take.

Depends if you mean a ollie 180 or just a 180 pivot. 180 pivot is like a kick turn on the ground. An ollie 180 is just a ollie with a 180 thrown in. You should probably do it flatground first. It is more easily learned fronside. You should probably learn how to fs pop shuv it first. Watch a vid. Its hard to describe with words.
