if it gets too wet it can cause the board (which is made in plies) to deliminate or fall apart, and get water-logged; which means that is loses it's natural pop

Without actually performing the experiment... it seems likely that most would. The trucks are fairly heavy, and the decks are not typically thick enough to give much buoyancy.
