It all depends on what you're used to. I found them to be relatively easy because I learned 360 flips first and learned how to rotate it with my back foot. Try keeping your back foot towards the center of the tail, not near either edges or the concave to prevent it from flipping. But no, many people find this to be easy but I could see how it can also trouble many people. Try watching a few trickipedia's and watching their back foot motion and practice that. Good luck!
If you have little to no experience riding, or still are learning to ollie, then a 360 pop shuv can absolutely be difficult. However, I rarely see a true 360 pop shuv, most ppl just shuv without the pop.
If you can ollie, then you already know how to nollie. If you can't, you should probably learn that first. Keyword: practice.
