This could be a result of the bolt on the wheel being too tight. try to loosen the bolt just a little bit. Too much friction will cause the wheel to spin slower, and too little friction will cause it to spin too freely. if this doesnt help, try to ride them for a while, and break them in.

Q: I got some Shake Junt OG's and got the worker to put them in. My friend's spun for around 40 seconds straight out of the box and mine only spin 10. My old bearings spin the same 10 seconds. Help?
