Near the front of your scooter, by the tire, there is a knob that you can pull. Grab the knob, pull up, and then bring the bad wheel up to meet the handle bars.

Well, if it's a Razer (Razor?) scooter, there should be a lever looking thing near the wheel. Push it downward and the scooter should be able to close.
