I'm assuming your referring to classical tutus which are the ones that stick out. One reason is so the audience can see the dancers legs. And two, I think it makes partnering easier, so when the guy lifts the girl there's not a bunch of tool and fabric in the way. Romantic tutus, which are the ones that look more like dresses are more old fashion. Hence, Romantic Ballet-romantic tutu; Classical ballet-Classical tutu.
