Some women wear underwear under tights and some do not. Tights are made to be worn without underwear, but many people do still wear them.

I don't know what you mean by "better to not wear tights". It's actually better to wear tights, it looks much more professional and clean. Another reason to wear tights is because if you are wearing pointe shoes that are just a bit too small and you are not wearing tights, you could get blisters around the back or your heel. If you are talking about modern dance, it is just a mandatory thing to not wear tights sometimes.

Most tights have a cotton crotch which replaces the need to wear underwear with tights. Most of the preschool age children in my studio wear panties, it does take some getting used to. Depends what type of dance that you do. Your studio that you dance with will probably tell you. For example, for jazz, I wear a body suite, shorts, and tan dance tights. For ballet, I wear pink dance tights with a body suite. But for almost all studios, you must have your hair back (ponytail, bun, etc...)

Yes you can wear tights with Skirts - Im male and wearing tights and mini skirt that very cool as still as unisex clothes... no law agaisnt men wear skirt or dress or tights as it still allow to wear - feel free to wear what you like
