The person who created the ballet flat in dance was Marie Anne de Cupis de Camargo. She decided that women needed to stop dancing in their heels so she created the traditional ballet slipper. If you are talking about ballets flats as in regular shoes i have no clue. Sorry if this does not answer your question.
