Ballet barres are basically long poles made of wood, plastic, or metal that ballet dancers use during the beginning portion of class known as "barre." They are used a support for the dancer when they are learning, although you are not supposed to rely on the barre too much. Ballet barres are often attached along the walls of a studio, but are also freestanding.
There are four possible barre ballet exercises. You are probably thinking of a plie which is the most commonly used ballet exercise. There are also eleve, battlement tendu and rond de jambe.

A warm up in ballet is usually preformed at a barre. At the barre you do technique and turn out stuff so when you get off the barre you are ready to go for the center. If you do not do warm ups and go to the center you wont have the balance or knowledge to do all of the activies preformed.
