The answer depends on how you define the question.

Many Archery ranges and instructors have age limits, usually somewhere around 7 to 10 years old. I know one archery store whose guideline is 7 for girls and 10 for boys, due to ability to listen, focus, and follow instructions.

The USA Archery organization's JOAD program has divisions for archers age 8 and up, though most tournaments permit archers under 8 to participate.

If your question is not about the regulations, but about the physical ability to shoot, the answer there is, it depends on the student. I've had students as young as four years old who took to it quickly, and others in their teens who struggled terribly. There are a few factors involved, such as physical strength, coordination, body awareness, and the ability to listen and follow instructions, but the biggest factor is having an instructor with the knowledge and patience to work through all these issues.
