Depends on the state, etc. However, I can recall clever advertising copy in a Sears hunting catalog- a special issue catalog, that armed with a shaded map declared- Bow Hunting is legal in all states- year "round in most- and then explained the shaded map- this was around l987, as it was shortly after the Newport Mall had opened, and I was thumbing through various ( Specialogs) in the Sears store.

crossbows are illegal overall so a license would not matter. sorry bro

Added: Check with the Department of Natural Resources (or Fish and Game Commission, or whatever) of your state. Not all state regulations or laws are the same.
