Yes, they do, but not the pointed steel ones. They have been replaced by soft-nosed plastic ones. After an initial "restriction" was challenged, and investigators uncovered and publicized thousands of instances of serious injuries (and at least 1 death), the toys were banned in the US in 1988, and in Canada in 1989.
Original lawn darts can still be handmade. Although using lawn darts with sharp metal heads could result in huge, uninsurable lawsuits if someone were injured, they are legal to use. They just cannot be sold.
