There are reports of old rowing (crew) teams recruiting young kids to be their cox.
I think there is some rumor that the 1900 Dutch gold medal team had a 7 year old French boy as their cox on the boat.
There used to be 11 and 12 year old competitors occasionally, especially in diving and gymnastics and a 12 year old girl took a bronze medal in the 200m swimming event in 1936 as the youngest medalist ever (discounting the 7 year old French boy).
Of course, Olympians are restricted to 14 years old now so those records are unlikely to be broken.

The youngest ever competitor for Great Britain in Olympic history was Cecelia Colledge who was 11 years, 73 days old when competing in ladies singles figure skating at the 1932 Winter Games in Lake Placid. She finished 8th.
There is no limit to how old an Olympic competitor can be. The oldest competitor ever in the Olympics was shooter Oscar Swahn of Sweden who was 72 years, 281 days old when he competed in the 1920 Games in Antwerp. Oscar is also the oldest competitor to ever win an Olympic medal as he won a silver medal in team running target double shot shooting at the 1920 Games. The oldest competitor in the 2008 Summer Games in Beijing was Hiroshi Hoketsu of Japan who was 67 years, 139 days old when he competed in dressage (equestrianism).

No ... the youngest athlete at the 2008 Summer Games in Beijing was swimmer Antoinette Guedia of Cameroon (born October 21, 1995) who was 12 years and 300 days old when she competed in women's 50 meter freestyle. She finished 83rd out of 90 contestants. Tom was in fact the youngest ever competitor to compete in an Olympics other than in swimming at Beijing.
