That would be Ben Johnson of Canada who set a world record in the 100 meter finals at the 1988 Summer Games. A subsequent urine test found the steroid Stanozolol in his system and he was disqualified.

The 100m final was originally won by Ben Johnson, however after traces of steroids was found in his sample, he was stripped of the title and it was given to Carl Lewis. Ironically, Lewis was later accused of taking performance enhancing drugs during the build up to the 1988 games, he successfully used a defence of "no intent" to overturn a ban which would have prevented him attending the games.
