The Olympic Committe (an international organization), listens to proposals from cities interested in hosting the games, and makes a decision where the games will be held.

This is how the process will work in Copenhagen:

First, the presentations: Each city will tell its story Friday for the final time in 45-minute presentations with another 15 minutes for IOC members' questions. In an order determined by drawing lots last year, Chicago goes first, followed by Tokyo, Rio and Madrid.

Then the 106 IOC members vote -- or don't

The 106 eligible members -- not all are guaranteed to be on hand -- vote secretly by pressing numbered buttons (one for each candidate) on machines.

Members in a country with a candidate cannot vote until that city is eliminated. That means there will be 99 eligible voters in the first round, since Brazil, Japan and the United States each have two IOC members, while Spain has one. Sometimes not even all the members who are present cast a vote. In the two-round election that made Vancouver the 2010 Winter Games host, four eligible IOC members did not vote in the first round and three did not vote in the second round. The missing votes could have changed the outcome.

"You can't force people to vote," IOC member Denis Oswald of Switzerland said at the time.

The low vote-getter is cut after each round

If no city gets a majority of the votes cast, the bidder with least support is eliminated and a new round of voting is held. The ejected candidate is announced publicly before the next round begins. Which means that if Chicago wins the bid, it won't be known until nearly noon. But if the city loses in an early round, Chicagoans will hear about it earlier than that.

Not since the vote for the 1988 Olympics, when winner Seoul and Nagoya, Japan, were the only two candidates, has a Summer Games ballot lasted only one round. Even an overwhelming favorite like Beijing needed two rounds to become the 2008 winner.

The "Olympic Program" is the Program of sports, disciplines and events decided by the IOC for the Games of the Olympiad and the Olympic Winter Games. The Games of the Olympiad must contain at least fifteen Olympic sports. No such minimum exists for the Olympic Winter Games, which are reserved for sports practiced on snow or ice.

The admission or exclusion of a sport falls within the competence of the IOC Session. A decision to include or exclude a discipline or event falls within the competence of the IOC Executive Board.

To be included in the Program for the Olympic Games, an Olympic sport or discipline must fulfill the following criteria: for the Games of the Olympiad, only sports/disciplines widely practiced by men in at least 75 countries and on four continents, and by women in at least 40 countries and on three continents may be included; for the Olympic Winter Games, only sports/disciplines widely practiced in at least 25 countries and on three continents may be included. An event, being a competition in an Olympic sport or in one of its disciplines and resulting in a ranking, gives rise to the award of medals and diplomas. To be included in the Program, an event must, first and foremost, enjoy a recognized position internationally in both numerical and geographical terms and have featured at least twice in world or continental championships. Sports, disciplines or events in which performance depends essentially on mechanical propulsion are not acceptable.

Apart from exceptional circumstances, the Program of sports and disciplines is finalized seven years before each Olympic Games, and the Program of events is finalized four years before the Games. Subject to the agreement of the International Federation concerned and the Organizing Committee for the Olympic Games, the IOC may depart from these time limits in order to include a discipline or event in the Program.

The Centennial Olympic Congress, the "Congress of Unity", held in Paris in 1994, recommended that the principal criteria for inclusion in the Olympic Program should be the universality and popularity of the sports. The Congress Final Document also added that, in order to evolve, the Olympic Program should also take into consideration the development of sports in contemporary society, as well as respecting certain traditions.

the queenI don't know all the details, but the Olympic Committe takes bids from countries around the world. The bids not only include money for advertisement and all the paid employees, plus the volunteers to work during the games. But the facilities that will be built for the events, the site where the events will be held, also the city itself is considered. What it has to offer in the way of accomdations for all the tourist who will come to see the event. This would include, roads, transportation, hotels, hostels, etc. There are many things involved that I haven't touched on here, I'm sure, but it is the decision of the Olympic Committe, they award the games to the counrty/city with the best offer.
