There is no specific sports allowed and not allowed to compete in the games. The selection is based on the current populairity of the games

While I would say the majority of people in the world were allowed to play sports, I would imagine there were some that were not permitted to participate in sports due to political, religious or other reasons.
Vietnam has sent a team of 23 athletes to the 2008 Games to participate in the following sports: Athletics, Badminton, Gymnastics, Shooting, Swimming, Table tennis, Taekwondo, and Weightlifting.
15 athletes from the Philippines are scheduled to participate in Archery, Athletics, Boxing, Diving, Shooting, Swimming, Taekwondo, and Weightlifting.
They competed in 23 of the 26 sports missing Football, Handball and Fencing and competing in all the others
The 3 sports were tennis, golf, and croquet. This occurred in 1900 when 19 women participated in the aforementioned sports.
Countries do not enter the Olympic Games. The Olympic Movement consists of international sports federations (IFs), National Olympic Committees (NOCs), and organizing committees for each specific Olympic Games.
