The qualifying times for the Olympics change every time the Olympics is held depending on how, on average, the swimmers performed the year before. For example, if in 2004, on average, if swimmers performed well, the times for the 2008 Olympics would be faster but if swimmers performed bad, they would become slower. Also, there are different qualifying times for each stroke for each distance and once again these change depending on how the swimmers in that particular distance and stroke performed inthe Olympics before.
