Well, all of the events need judges to ensure all competitors are obeying the rules. Even though events in athletics (track and field) are won by the fastest runner or the longest/highest jumper, judges must be there to ensure there are no false starts, runners running out of their lanes, long jumpers that take off with their foot over the end of the board, etc. Judges (referees) are needed in tennis and football and hockey and Water Polo.
Some of the events where winners are decided solely by judges are diving, synchronized swimming, gymnastics, figure skating, freestyle skiing, and Snowboarding.
