Aside from any poliical issues, both Puerto Rico and Guam have National Olympic Committees and are therefore formally invited to to participate in the Olympic games. It doesn't actually matter if they are classified as a "Commonwealth associated with the United States". As long as they have and hold formal IOC recognition they can send competitors. Puerto Ricans are US citizens (with no US voting rights), but are instead self governing since 1952. Puerto Rico has been participating in the Olympics since 1948 in London. Puerto Rico even sent a very small delegation to the 1980 Olympics in Moscow despite US boycott.
It makes sense that it would be hosted in different countries. All the participants are from around the world and to make it just and not give advantage to any single country over another, they are designed to take place in various continents and geographies. Plus I feel like the Olympics tries not to give too much emphasis on one country being the "important" one and the best way to do that is to vary the location. Don't ya think?
You have to train very hard and be able to makit in to the top 3 or 5 in your country in that sport at a Olympic trial to be considered

Olympic protocol states the first athletes that enter the stadium during the opening ceremony are those from Greece in recognition of Greece being the home of the Olympics (where the Ancient Olympics first began).
Why should they expect you to speak anything other than the language of the country? Classes aren't taught in other languages, they expect you to be able to learn and participate in English.
