There are two levels where the participation process is different:
International level - In order to participate in the Olympics an individual competitor must be from a country with a recognized National Olympic Committee (the IOC formally recognizes 201 national committees).
Individual Competitor Level - In this the competitor must be selected to go by the various selection processes of the country they represent.
It depends on the sport.
For example, in athletics and swimming, you have to be able to complete the distance in a specified time.
In events such as Basketball, football and hockey, the best teams from the five/six continents qualify.
To qualify for events such as Fencing, sailing and rowing, qualification tournaments are set up, where the top three from each tournament go on to the olympics.
Some events such as shooting, tennis, Archery and others, use the sports ranking system to qualify athletes. So if you are over a certain ranking, you automaticaly qualify
