The biggest obstacle will be gaining a visa to enter the host country. Many countries do not allow convicted felons to enter (Canada is one of them). Potential Olympic participants are rigorously background-checked, so it seems very unlikely that a felon would be allowed to compete in the Olympics.

From what I have read yes you can as long as your country allows it. I have not read the official olympic rule book though.
