Lakeland is almost half way to Orlando, though closer to Tampa. If you were driving from St Pete rather than Tampa proper, then I think it is pretty close to halfway. It is a fairly big place with several hotels, restaurants -- even a couple of lame tourist attractions, but i don't know if it qualifies as a "city." If you are driving and all you want is a quick stop, there is a rest stop (bathrooms, vending machines off I4 that is, I think, almost exactly halfway between Tampa proper and Orlando.
