Tchaikovsky was inspired very much by Mozart, whom he considered the greatest of all composers. He also drew inspiration from the successes of Mikhail Glinka in creating a Russian Classical Music style in his operas "A Life For the Tsar" and "Russlan and Ludmila."

I believe it was because he had such a deep love for Russian folk lore and Folk Music. that's what all the pieces in the nutcracker are based on.
