At the time that the story historically takes place, conscripted soldiers were made either infantrymen or bowmen. Bows were commonly used for hunting, and among the more pastoral populations, most men not only made their own bows, but would have been able to bring them with. Additionally, bowmen needed less armor and were cheaper to field than infantry.
In all likelihood, since Robin came more a rural region, he would have been more than proficient with a bow and made a bowman when conscripted.
