Your pass will let you go in.) In the basement, after you beat the three guys that are next to the switches, turn the switches EXACTLY IN THIS ORDER: 3, 1, 3, 2, 1, 3, 1 I got it from Retro Cheats and it works. Now, if you are stuck at the Underground Warehouse, battle all the trainers and turn on the switches in this order: 3, 2, 1.I hope this helps you and anyone else looking for this answer :D
