Not really. The PRS collects fees and distributes them, after taking its own payment. A piece of music would generate a higher payment if it has had more air time on a scale decided by the PRS and music industry. But as it would be impossible to count the number of times a piece is aired publicly then an arbitrary scale is used.
He should although whether he collects royalties is up to him

Though Working class man was Jimmy Barnes signature song, johnathon Cain was the writer of the song. the reason jimmy is able to use the song without paying royalties to johnathon Cain is because they are both signed to the same record labels and the record label gave jimmy the permission to use the song without having to pay royalties. Every time shannon noll sings working class man the royalties go to gremlin records not to jimmy or johnathon

Yes. The citizens receive some royalties, primarily indirectly through government-provided services, but also in small cash-handouts. However, these royalties pale in percentage to the amount of the profits taken by the Saudi Royal Family and the ARAMCO Oil Corporation.
Whether or not an author receives royalties is going to be entirely up to the contract that they sign with the publishing company.

Song writers do not receive much in royalties for writing a song they receive about 9 cents for a song if it gets put on a CD and also get paid for when it's played in concerts, theaters, etc. But if they make on average about $5000 a year in royalties but $5000 is better than nothing. And if their song is a a million dollar record they receive a little over $22,000 for that song.
