Houston is in Texas

ANSWER:
Bob McNair wanted to honor fellow Texans:

"I'm proud to be a Houstonian, and I'm proud to be a Texan. When I think of a Texan, I think of someone who's powerful, independent, courageous and hard-working. When people came to this part of the country, they had it tough, but they overcame a lot of obstacles to make Texas what it is today."

Although never confirmed, there may have also been a nod to the AFL's old Dallas Texans, a team that later became the Kansas City Chiefs.

The Rockets were named for the space exploration industry that exists in the Houston area. NASA has it's 'Mission Control' offices in Houston. The Rockets were founded in 1967 in San Diego. The San Diego Rockets existed between 1967 - 1971, before moving to Houston. Just a strange coincidence that the name fit in Houston.

Houston had gotten its name from a famous guy named Sam Houston. He was also the very first president of Texas. it was some of his people that had founded a land and had named it after Sam Houston's last name.

Texas had gotten its name from another famous guy named Stephen F. Austin. He was the person who had brought the original 300 settlers to Texas, and was later name after a city( Austin)
