As far as I know, you CANNOT watch POT OVA ep. 20 anywhere yet. Episodes 18 and 19 just came out - they are available on YouTube in japanese, and most likely will be subbed in a week or so. And, from what I've heard, this were the LAST episodes of this "season" (?). My guess would be that episode 20 will come out, if it is under production at all now, at least after a couple of months - maybe even during the summer. Sorry for the bad news.
