I'd say, base on a head on attack, their equal in power, but strategically, rasengan wins. Rasengan is equal to chidori, because rasengan is only shape manipulation and chidori is both nature and shape manipulation. But, because rasengan's shape manupulation is at such a high level, it seems to equal off with chidori. In the matter of a rasenshuriken, which is a shape and nature manipulation at such a high level, that it's in a different league than chidori. Lighning is inferior to wind. however, the rasenshuriken is at a disadvantage against fire jutsu because wind makes fire stronger. So naruto and sasuke are equally powerful unless one learns a new jutsu. but sasuke has two chakra properties (fire and lightning) and naruto only has one (wind) but naruto can learn 1000 times faster (shadow clones (Naruto vol. 36)) than sasuke when sasuke relies on drugs (courtesy of kabuto). But, remember to take in matter of Sasuke's sharingan (mangekyou sharingan too). Naruto is physically stronger now, because of his Sage Mode, but Sasuke still has his sharingan, and there are still many things to learn about the power of the sharingan like how there is the level of an "ultimate sharingan". Sasuke may soon come into possession of this power (Uchiha Madara posesses this too), because he may already obtained Itachi's eyes. But the one thing sasuke has that naruto doesn't is an attitude. also the rasengan was developed by the fourth hokage and the chidori was developed by kakashi rasengan wins anyday.
