It's Theme/I.M.C by David Holmes from the album The Holy Pictures.
It's all original music by Adrian Johnston, who creates it for the programme. Though I've been looking for it myself I haven't been able to find details of a CD release anywhere yet. Hopefully the BBC will see sense and release an album of music from the series - it'd be wonderful to listen to the full versions of the title theme and score!

I take it you mean BBCs Radio 1. I'm not sure if you mean across the UK or the US. However, national or even worldwide broadcasts are not uncommon, and utilize different ways to broadcast the signal. In the past it was relay towers, relaying the signal from one point to another allowing for a nation wide broadcast. For worldwide, its the good old fancy internet. A good example is NPR( National Public Radio) every night they switch to BBC, and they broadcast BBC nation wide in the US for about 6-7 hours.
