Start and Park refers to cars who qualify for races and then, after a few laps, pull off the track and quit the race. The purpose is to collect prize money for whichever place they come in (usually last or close to last) and at the same time the teams do not have to spend money on tire, body damage or other mechanical issues. Apparently teams use the money to finance other race teams they own or to spend on races they feel they have a better chance with.
