"Short Tracks", by NASCAR's definition, are tracks shorter than 1 mile in total length. Currently, the Sprint Cup Series holds races at three such tracks:

bat tracks do look like bird tracks they have long and sharp nails and only 4 toes, or fingers
Most of the officials attend every race. Like any job from time to time someone will not be able to work a race. The tracks do not pay them, they are payed by NASCAR.
