It depend on bike different bike have different height. But 36" At Handlebars - 24" At Seat is the approximate height of any bike.
There is no right seat height, its whats comfortable for you. What is important though is the SAG. So set your SAG then see where your at first. You can adjust the height through lowering kits, seat and links for suspension, and tall seat kits if you need more height.
For a 13 year old it depends on your size and your experience with dirt bikes, but an 85 is usually the best size bike and fastest for a 13 year old. Unless you are really tall which you would need a 125.

The KX65, as you probably know, is a dirt bike which means that in most states there is not a listed minimum age. It more depends on how tall you are. The seat height is listed at 29.9 inches. To be safe you should be able to stand flat footed on at least one side if not both. I've seen kids as young as 3 years old riding small bikes.
