Some pit roads are very tight and crowded which calls for a slower pit road speed to keep crewman and officials safe. Pit roads that have more space for cars to maneuver will allow for faster pit road speeds while still allowing for the safety of crewman and officials. The drivers get their pit road speed before the race when they are behind the pace car because the pace car travels at pit road speed. Since they don't have speedometers in the car they use the tachometers and see what RPM is the correct speed for pit road.
