They are like slip on exhaust. They allow the bike to emit exhaust easier. They also give your bike a new sound. If they are racing baffles they usually make your bike sound louder & meaner. They do add a few HP usually depending on which baffles you get.
There is a fill plug on the right top side of the cases.
Cutting the mufflers off of a motorcycle's exhaust system is not the BEST way to add power. You would also need to change the air filter to provide for greater intake. Though you may gain a small amount of power by doing this, you will also completely alter the bike's air/fuel requirements. This will require re-jetting of the carburetor. Without re-jetting, the bike will run way lean, and burn the exhaust valves, and there goes your compression (and you will ultimately end up with no power at all). If you really need more power, get a bigger bike. If you're into Hondas, you can pick up a Shadow 600 relatively cheap, and you'll have a lot more grunt. Always be SUPER cautious when making modifications to any type of vehicle.
A power assisted (electrical) bike will only add power as long as the rider is pedalling. Stop pedalling, and the bike stops. A moped OTOH will behave like a slow motorcycle, start the engine and off it goes. Doesn't matter if you're pedalling or not.
Going uphill takes more power than going on the flat, so unless you can add more power, you have to trade some speed for power to be able to go uphill.
It depends on how much you want and there are parts for that engine. A high performance air filter should be the first mod on any engine. Free flowing exhaust on a dirt bike will add HP as long as you are ok with the louder exhaust and it is allowed where you ride. Depending on the make, camshafts, stroker kits and even turbo kits are available or can be built yourself with parts available. Once you've increased your power a rear gear change will allow you to pull a taller gear, giving you a higher top speed.

The guy who wrote under me (claiming 192) is an idiot. 2005 GSXR stock will do about 165mph by radar. with a power commander and full exhaust - this may raise your hp by about 7-8.. you might get 167mph. I mean, your speedometer will show 175, but you're really doing 165.. test it. Top speed reached stock out of box is 175. Add power commander and full exhaust 192. Honestly no need to buy thousand , this bike is the best out there. Proof is in the pudding its the rider not the bike!

Depends on you, your bike, your speed and the size of the jump. Weak bike + heavy rider + big jump + high speed will add risk to it while strong bike + light rider + small jump + low speed will make it fairly safe. You will probably be somewhere in between these extremes so there's no way of telling how "safe" you will be.
it varies on the manifold and engine. if it helps move air it will increase horse power, if it doesnt, torque.
