No, most German leaders in the 1930s and 1940s did not actively defend the civil rights of all German citizens. The U.S. Supreme Court in Marbury v. Madison established the concept of judicial review i.e. the right and responsibility of the Supreme Court to judge whether or not a piece of legislation is in conflict with the U.S. Consitution. There were the Civil Rights Act of 1964, and the Civil Rights Act of 1968, but I don't think there was a Civil Rights Act of 1969.
