Long Answer (taken directly from the Mass RMV website): Any two-wheeled tandem or three wheeled device that has handlebars, can be stood or sat upon by the operator and is powered by an electric or gas powered motor is defined as a Motorized Scooter.
The Massachusetts RMV does not register motorized scooters because they are not recognized as motor vehicles. In addition, motorized scooters have many operating restrictions:
* They cannot be operated at speeds greater than 20mph.
* Cannot be ridden on state highways or limited access roadways.
* Cannot be ridden after dark or before sunrise.
* Operators cannot carry passengers.
* Operators must keep to the right side of public ways at all times, including when passing a motor vehicle.
* Operators must wear an approved safety helmet.
* Operators are subject to all state traffic laws and regulations
*Mini-motorcycles and pocket bikes have been determined to be motorized scooters.

It is legal to operate pocket bikes in the state of California. The only state that it is illegal to operate pocket bikes is the state of Florida. If the pocket bike is under 100cc ,it is okay. Pocket bikes are not considered motor vehicles in the state of California.

pocket bikes are not legal on highways or main roads, but they are legal in rural roads and mostly on small roads such as side roads through houses and such. pocket bikes are only legal through those roads if they do not exceed 30kph. in saskatoon and the surrounding area pocket bikes are ussually fine to use, yet in regina and that surrounding area, its not as easy to get away with unless its on a rural road or privater property
