In the 1990s Another Answer: Actually about 1902..... almost all the roads were dirt! By the 1920's off road events and trials were very popular in Britain and Europe. Most machines were modified street models.

Another Answer: In the 1970's scrambling, or Motocross came to America. It is now the most popular bike sport today. Before that, in 1904 the International Motorcycle Cup Race was held in France, then broke up because of nations arguing about the rules. Not many Americans participated because it was too far to travel. Americans kept to time-trials and off-road courses.
