Start riding at a young age. Once you get good you can upgrade in dirtbike size. Once you are ready to get into racing you can start going to the track.(If you have one nearby.) I would recomend that once you get good you get a yz-450f. They have very good suspension which should make jumping very easy. But be careful! a yz-450F has a lot of power. If a yz- 125 seems to have too much power for you, you might want to get a 250 instead. If you continue to race at local tracks you are sure to be noticed. You will hopefully get sponsered and continue to get noticed. After you get 5 or 6 good sponsers you will be well on your way.

By dirt bike do you mean and enduro bike or a motocross bike or some other bike at all? For any bike except motocross bike you definitely need license, and for motocross bike you don't, because you can't ride it on the streets at all... You can only use it in motocross tracks and for that you need to have a special permit...
