The ACT is a test similar to the SAT used to help determine college readiness.
The ACT consists of 4 sections :
1) Reading
2) English
3) Math
4) Science
In each section, the highest score one can attain is 36 and the "73" you are asking about is the sum total of scores from each of the four sections.
The number "ACT 73 Clearance" you are referring to relates to the NCAA ClearingHouse and the minimum ACT score required to be considered eligible to play.
HOWEVER, The ACTUAL MINIMUM ACT SCORE depends on which Division you wish to play for.
In Division 1, there is a sliding scale, which means the higher your G.P.A., the lower ACT score you need to be declared eligible.
The Division 1 G.P.A. consists of your grades in 16 core courses as listed by the NCAA.
The Division II G.P.A. consists of your grades in 14 core courses as listed by the NCAA.
You may get further information and register for the ACT at www.act.org
You may get the charts and tables to clarify the NCAA guidelines regarding eligibility at the NCAA Clearing House at www.ncaaclearinghouse.net
