Because its probably not working. Try turning on the AC to see if they both kick on and make sure to do this when the car is warm. If the car is cold they fans wont kick in.
Before going after the relay make sure you have enough freon in the system otherwise a/c compressor wont kick on!!!
If it is too low on coolant the ac compressor will not engage. It is a safety feature to keep from burning it up. Try to add freon and as the pressure builds the compressor should kick on. If you are sure you have adequate coolant; it could be anything from electrical to a frozen compressor.

Passenger side kick panel. There is a small 10amp and a 40amp both are for the AC.
You are low on refrigerant, google R134a...
try filling it with more coolant may not be enuff oil in ur ac compresssor
