If the AC compressor fan clutch is kicking on and off then it just needs freon. If the AC compressor fan clutch is not turning then it could be completely out of freon due to a leak, or you need a new AC compressor.

Is this a noise you hear all the time or just when the heat/AC is turned on? If it just happens when your heat/AC is turned on it is probably the compressor kicking in and out. On my GMC van it was very quiet, but on my Ford Ranger it is loud clunk.
