Liu Xiang - 12.91 - OR

The world record second fastest time is 12.88 seconds by Xiang Liu of China set in 2006. Xiang also ran a 12.91 twice as did Colin Jackson of Great Britain. Dominique Arnold of the U.S.A. ran the 4th Fastest time in history with a time of 12.90 seconds. He still go second place as it was the same time Liu Xiang ran 12.88 former world record.
