Golf courses with 18 holes usually divide the hole handicaps by odd numbers on the front nine, 1,3,5,7,9,11,13,15 and 17, and the even numbers on the back nine. Therefore, the #1 handicap is usually on the front although the #2 handicap hole on the back nine could be more difficult.
