Check the transmission fluid. You should check it while the car is warm.
you need to change the fluid. my 99 grand am does that, it feels like you're shifting a manual from 1st to 2nd.
I believe +99 Grand Cherokees moved to a distributorless system, you will only have coilpacks. They are normally 1 coil park for 2 cylinders.

I know that you've probably tried this, but it seems worth mentioning: is your foot on the brake? With my '99 Taurus, I must have my foot on the break to shift out.
Some 99 Grand Prix vehicles will shift hard when it is warm. Not all of these vehicles will do this.

The low pressure port on the 99 Grand am is on the passenger side. It is right against the firewall.
mine does too. 99 malibu...seems like when it guts warmed up it seems to go. ONly had problem 2X where I thought it was not gonna go.
